UAE Golden Visa Through Property: Rules, Minimum Value and Off-Plan Eligibility

Property can support a UAE Golden Visa application, but the AED 2 million headline does not answer every eligibility question. This guide separates federal conditions from Dubai application evidence, explains mortgages and off-plan purchases, and helps buyers check ownership, timing and family requirements before choosing a home.

Buying property can create a long-term base in Dubai and support a Golden Visa application. Those are connected decisions, but they are not the same transaction. Paying a reservation deposit does not issue a residence permit, and a property’s advertised value does not settle every eligibility question.

The central threshold is AED 2 million. What matters next is whose ownership is recorded, how the property is financed, whether it is completed or off-plan, and which evidence the relevant authority accepts. For a family planning relocation, the application timetable deserves as much attention as the floor plan.

What the AED 2 million threshold means

The ICP Golden Residency Guide recognises ownership of one or more qualifying properties with a combined value of at least AED 2 million. It also describes financing from an approved local bank and qualifying off-plan purchases from approved local real estate companies. Approval remains subject to the applicable conditions and supporting evidence.

Think of the threshold as a property qualification test, not an all-in spending target. A buyer who pays AED 1.9 million for an apartment and incurs another AED 100,000 in transaction and furnishing costs should not assume those costs lift the property over the threshold. Obtain confirmation of the value that will appear in the authority’s property evidence.

Buying several units can create additional administration. Check the ownership records for every property and establish whether they can be considered together in the intended application. Do this before committing to a portfolio assembled primarily for residency.

Dubai’s route and the question of visa duration

GDRFA Dubai’s investor service describes a renewable ten-year residence permit. Its real-estate conditions include property value certified through Dubai Land Department evidence, and it identifies accredited application centres. The service also discusses maintaining ownership through a lien under DLD procedures.

Some government overview pages describe different durations for real-estate categories. A buyer should therefore identify the specific service being used rather than assume every UAE page describes an identical application. For a Dubai purchase, ask the processing authority to confirm the route, duration and continuing conditions in writing.

This is especially useful if you intend to sell, refinance or replace the qualifying property later. The immigration consequences of changing the underlying investment should be checked before signing the property transaction, not after a buyer has transferred a deposit.

Mortgaged property: eligibility and evidence are different

A mortgage does not automatically exclude a property. However, broad eligibility language is not a substitute for the documents needed to approve a particular application.

The DLD Golden Visa investor page specifically refers to bank evidence showing AED 2 million paid for a mortgaged property. It also requests a bank no-objection letter identifying the paid amount and outstanding balance. GDRFA’s current service describes mortgaged property as acceptable, while ICP refers to financing through an approved local bank. These pages do not express every condition identically.

The practical response is not to choose the most generous sentence. Send the proposed price, mortgage amount, paid equity, title information and lender details to the authorised application channel. Request confirmation that this exact structure qualifies and ask which bank wording is required.

A hypothetical AED 2.5 million apartment with AED 500,000 paid by the buyer is therefore not something to describe as automatically visa eligible. The value clears the headline threshold, but the funding evidence still needs case-specific review. Mortgage approval and immigration approval remain separate processes.

When off-plan property may qualify

Official guidance does recognise an off-plan route. The UAE Ministry of Economy and Tourism’s explanation identifies purchases totalling at least AED 2 million from local companies approved by the competent authority. That is materially different from saying any booking with any developer qualifies immediately.

Before relying on an unfinished unit, ask whether the development and seller are accepted for the proposed residency route, what registration evidence is needed, and whether your payment position meets the processing channel’s current requirements. Ask when the application can actually be submitted.

DLD’s investor service lists a title deed among its documents, while federal guidance recognises qualifying off-plan purchases. That difference makes advance clarification essential. An off-plan registration certificate should not simply be presented as interchangeable with a completed property’s title deed without confirmation from the receiving authority.

For relocation with a fixed school or employment timetable, preserve a workable residency alternative until approval is issued. Construction schedules, documentation and immigration processing need not move at the same speed.

Ownership, joint buyers and family planning

For joint ownership, focus on the applicant’s recognised share. GDRFA’s published conditions state that a share in jointly owned property must itself be worth at least AED 2 million. A couple buying a AED 2 million home in equal shares should not presume that each person independently qualifies as the principal investor.

Distinguish the qualifying investor from family members sponsored through that investor. Sponsorship can be valuable, but it has its own documentary requirements. Ask about marriage and birth certificates, attestation, translations, insurance and the status of dependants before setting a travel date.

Ownership planning can also affect inheritance arrangements, financing and a future sale. A structure chosen for convenience at reservation may be awkward to change later. Where family or company ownership is involved, obtain appropriate legal and residency advice before the sale agreement is finalised.

Purchase structure Question to resolve before paying
Completed, wholly owned apartment Which title and value evidence will the application require?
Several properties Will the authority aggregate these specific holdings?
Mortgaged purchase What paid amount and bank certification must be demonstrated?
Off-plan purchase Are the company, project, registration and payment position accepted?
Joint ownership Does the applicant’s recorded share satisfy the relevant condition?

Build a property budget and a residency timetable

Keep three budgets separate: acquiring the property, owning it and applying for residency. Purchase costs can include registration, conveyancing, broker remuneration and financing expenses. Ongoing ownership requires provision for service charges, maintenance and insurance. Immigration expenses may include medical checks, identity documents, application charges and family documentation.

Obtain an itemised application quotation from the channel handling your case. A bundled fee advertised by one provider may cover different services from another quotation, particularly where family members or document attestations are involved. Ask which charges are government fees and which are service-provider charges.

A sensible sequence is to confirm the route, assess the property, verify the ownership and funding structure, complete the required registration, and then submit the application with the prescribed evidence. Keep dated copies of confirmations and receipts. If any key fact changes, such as financing or the named purchaser, reconfirm the eligibility assessment.

Frequently asked questions

Is a AED 2 million property enough on its own?

It meets the headline value threshold, but the applicant must also satisfy the route’s ownership, evidence and other requirements. Transaction expenses do not automatically count towards qualifying property value. Seek confirmation for the specific property and applicant.

Can I obtain a Golden Visa with off-plan property?

Potentially. Official federal guidance recognises qualifying off-plan purchases from approved local companies. Project acceptance, registration documents, payment position and the application channel must still be checked. A reservation receipt alone should never be treated as approval.

Can a mortgaged apartment qualify?

Potentially, but published official pages describe the supporting conditions differently. DLD references bank proof of AED 2 million paid, while broader guidance allows qualifying financing. Obtain written confirmation of the requirements for your proposed loan and application.

Can two smaller properties be combined?

Official guidance allows one or more properties to meet the threshold. The authority must nevertheless accept the specific ownership records and values. Joint ownership or different property stages can introduce additional questions, so review the whole portfolio before buying.

Does buying guarantee residency for my family?

No. The investor’s application and family sponsorship require approval and appropriate documentation. Establish which relatives can be sponsored through the selected route and what evidence each needs before making irreversible relocation commitments.

Choose a property that works beyond the visa

Residency can be a meaningful benefit, but the home should still suit your budget, holding period and exit options. Avoid paying a premium merely because a brochure says “Golden Visa eligible”.
